Guessing or facts? AFAIK every engine replicates variables like rotation and location otherwise the game would be desynced. There is no "when the server decides" as in "I send you the location in a minute", otherwise you couldn't possibly see enemy heroes "real-time" minus the latency. The server is authorative over it, yes.
